Yes, due to high demand this is currently disabled in the portal so only customers with critical business justification can create one.
Here's suggestion is to raise a support case with the business justification, the support team should provide the available options.
Further, there is no ETA at this time for it to be available in the portal. The Global capacity team is working to have this enabled hopefully soon.
