Attachment Size Issue

Hello All,
We have exchange 2019 and i did modify attachment size limit to 101 mb. I tested it for 70 mb and it worked fine, then it tried to send same file 70mb but sometimes the attachment disappear (meaning after selecting the attachment file and it took time to upload then there is no attach on the mail) or sometimes i got the following error:
The following files couldn't be attached: Filename. Please try again later.
but if i click send, then it will send the attach but 56 mb size "not 70 mb".
Also when uploading attached to the mail, its crawling and takes around 1 minute or more.

Did the recipient receive the email with the attachment?

Have you tried with another browser or cleaned the browser cache?
Besides, if you use Outlook for Windows instead, would the issue persist?

Im able to send the same file from MS OUTLOOK, when i tried to upload the attachment "51 mb" from OWA then it goes to draft and the size is 14 mb instead of 51 mb
recipient received the attached from MS OUTLOOK "51 mb" and received it from OWA "14 mb"

Have you tried with another attachment that has the same size around 70MB?

and it went to draft and it became 28 mb:

To me it seems to be an incomplete upload.Can you download and open the doc file correctly from the recipient's mailbox?
