There is no limit on the number of applications that you can upload or deploy, refer to https://developer.apple.com/forums/thread/692808?answerId=692233022#692233022
But I have to say, this is really an Apple question not a Xamarin question, here is the App Store Review Guidelines : https://developer.apple.com/app-store/review/guidelines/ Please connect with Apple for the further support.
