    Hi @Anonymous ,

If you have active Software Assurance for your SQL Server licenses, you don't need to request the new version of SQL Server through TechSoup. You can simply download the new version through the VLSC to upgrade. Refer to Guide to SQL Server Editions and Licensing.

But for SQL License issue, I suggest that you can consult professionals in this area. please call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist. For international customers, please use the https://www.microsoft.com/en-us/licensing/worldwide to find contact information in your locations.

    Best regards,
    Cathy

Please read all my comments on the following thread (there are many examples which I provided to show different points):

    https://learn.microsoft.com/en-us/answers/questions/72684/is-it-possible-to-change-sql-server-standard-to-en.html

My short answer is that I personally highly recommend NOT to upgrades editions and more important not to upgrade versions in production!

Yes you can. I have refereed to SQL Server 2017 Licensing Guide and it says

Version upgrade rights are offered as a Software Assurance (SA) benefit for qualified licenses and allow customers access to upgrade their deployments at no additional cost. Existing SQL Server 2016 software licenses covered by SA are automatically upgraded to licenses for the corresponding SQL Server 2017 edition
