I can understand you are having some issues related to Keyboard in Windows 11.
- Please try to replace Keyboard with other Model.
- Please try to Boot in Safe mode and see if you are able to access Number row from Safe mode.
- Disable any Antivirus program or Windows firewall you may have for temporary purpose.
- Run sfc /scannow
- Run below DISM command from elevated prompt.
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
