Teams Federation between different organization with few exception needed

Would like to enable Teams Federation between 2 organizations . However our business wanted to federated with few users in other organizations

Domain A and B wants to enable with Teams federation. where all users from Domain A wants to federate with 10 users from Domain B.
Both domains on Office 365 and Teams only mode.

Read multiple articles and it refers to enable at organization level and not possible at the individual users.

can someone put some insight on this.

    Yes, you're right! Teams federation is enabled at organization level. If you want your organization to chat with individual user. To invite them as a guest in your Teams is a good choice for you. With guest access, you can provide access to teams, documents in channels, resources, chats, and applications to people outside your organization.
