Welcome to Microsoft Q&A forum.

This was a known issue and has been fixed these days. Please refer to this thread: Visual Studio Installer "Checking for updates".

Please retry installing Visual Studio, if it still doesn’t work, please try following workaround:

Update your hosts file to point to the US CDN

a. Open notepad as admin and open C:\Windows\System32\drivers\etc\hosts

b. Add 93.184.215.201 download.visualstudio.microsoft.com

c. Save, close and you may need to reboot your machine.

d. Remember to undo the change after the root problem gets resolved.

If above workaround doesn’t work, then you might meet another issue about installation, please download and run this collect.exe tool: https://www.microsoft.com/en-us/download/details.aspx?id=12493, go to %temp% folder and find the vslogs.zip file, extract it and open the folder called Temp. After that sort the files with date and check from the latest one which starts with dd_bootstrapper, dd_installer, dd_setup. And please share me the detailed error message that you may find.
