How to generate and replace display/edit mode with review mode in SharePoint Online documents for all documents of a library?

Hello

I can generate review only links by following steps:

Issues with it:

  1. manual work
  2. When the user does not follow the shared link and opens the file in SharePoint library, the result be as following:

Only after following the shared link it will be the same in SharePoint library. How to overcome this kind issue and have review mode without this additional step?

How to do it with Power Automate or apply on library level?

    Sharing it with users in the form of a link will cause the file to have a unique permission, so opening the file on the site will have a permission warning reminder. Per my test, when you change the group's permissions from Restricted View to View Only, you won't get a warning.
    The operation is as follows: Edit User Permissions with group selected->Select View Only->OK
