Hello,

Can a user with read-only permission create alerts in libraries?

When it accesses the library the "alert me" option is disabled.

SharePoint 2016 on premise

    Whether the library has unique permission? Whether the user has read permission for the library or the site collection?

    Per my test, a user with read permission for the site collection can create alerts in the library.
