Unable to add a phone number when creating the developer program account

Question

When I try to add a security phone number (which is mandatory to create the dev program account) I get the following message:

"We're unable to send the code to that number because it has been blocked due to suspicious activity. MS-CorrelationId: b07723cb-eed7-47de-b5fd-6cdacf95fdf5"

Is there something I can do to solve this?
