This is a known issue. It still is not possible to convert a core evaluation to Standard licensed. You'll need to clean install it using licensed install media.

I tried upgrading my Eval Version to Standard using this command:
DISM /Online /Set-Edition:ServerStandard /ProductKey:XXXXXX /AcceptEula
I get:
Error: 50
This Windows image cannot upgrade to the edition of Windows that was specified. The upgrade cannot proceed.
Run the /Get-TargetEditions option to see what edition of Windows you can upgrade to.
Upon checking:
Deployment Image Servicing and Management tool
Version: 10.0.17763.1697
Image Version: 10.0.17763.2803
Editions that can be upgraded to:
Target Edition : ServerDatacenterCor
The operation completed successfully.
Is is an error, are there any way to change my version to Standard? The server is running a core version of Windows Server 2019 Standard Eval, and I have ROK license from Fujitsu.

The bummer is, install media doesn't have Core version included :(
The Fujitsu Windows Server 2019 Standard disk doesn't have an option for the Core Edition, I didn't get a choice at all. I tried installing second time because I thought I somehow maybe missed it. I did sent them a support ticket and I'm waiting right now for the answer.
