Can not create a VM of any size in any region

I am brand new to Azure, but have created Linux VMs in AWS and Digital Ocean. I have never had any issues. I recently created a Free Azure account with $200 free credit and was trying to use it to learn about/practice DevOps. However, in attempting to create my first VM through the web-portal, I can not find any available standard small VM sizes. I have deselected any infrastructure redundancy or secure boot requirements. I have checked regions across the US and in other countries with no luck. I heard that this might be a temporary restriction on free accounts due to increased demand so I upgraded my account from free to basic(no base monthly cost) yesterday and still can not create a VM today. I'm not sure if I am doing something wrong unique to Azure or if there is some kind of bug in my account. Please advise.

    Did you open a Quota request as it is stated on the next article?

    Also, I am wondering if you have issued this command so, you can get further details about this quota limitation.

    az vm list-skus --location xxxxxx --resource-type virtualMachines --zone --all --output table

    You should specify the location on the command given above.
