Configure Usage and Health Data Collection not available in SharePoint 2016 farm

I have a SharePoint 2016 farm that is missing the option to "Configure Usage and Health Data Collection" in Central Admin. This should be visible on the Monitoring page, but is not shown on this farm. I'm logged on as a member of the farm administrators group.

I have recreated the SPUsageService on the farm using PowerShell. I can see that the SQL database has been created. If I try to access the "Usage and Health Data Collection Service" from the Manage Service Applications page, I get the error "Sorry, this site hasn't been shared with you". I've granted the account Full Control to this service, but no luck.

    Hi @Ivan Wilson ,

    You could try right-clicking 'Run as administrator' in SharePoint 2016 Central Administration to open it with an administrator account.
    Or you could try to access IE browser as administrator.
    Both methods can be tried, after my test, both are feasible.
