Under Martins settings under Privacy make sure that Daniel was not added as a Blocked Contact:

Employee can't receive Teams chat from other employee.

Hello Teams Community,
Please i need your help on this.
One of our employees (Martin) is unable to receive Teams chat messages from another of our employees (Daniel).
This happens on Teams client on Windows, Teams on the web, and Teams mobile. Martin can receive Teams chat messages from other users. Daniel can receive messages from Martin just fine.

Are there any error message when 'Martin' receive messages from 'Daniel'?
