Problems installing KB5013941 on Win10 LTSC 2019 (1809) x86


I have been trying different things for 2 days to get KB5013941 to install on Win10 LTSC 2019 (1809) x86, without success. It gets to 95-98% complete and then rolls-back and uninstalls.

The CBS log has the following error information:

I have tried the following so far:

sfc /scannow => did report an error and correct it, but update still won't install (neither directly after sfc run, nor after rebooting after sfc run)

NOTE: this is used in an embedded product, so any "fixes" need to be something I can script.

Any help would be appreciated!

Have you installed other updates in the past? Can you connect the system to the internet and run Windows Update?

I am able to install everything up to and including the April 2022 cumulative updates. But the May updates don't want to install (yet).
As this is an embedded product, connection to the internet is not guaranteed (it's actually discouraged on fielded products).
Someone suggested checking the "App Readiness" service, which I will try on Tuesday (I'm working from home today, and the equipment is in my office).

SUCCESS!!!! Enabling and automatically starting the "App Readiness" service appears to have allowed the May 2022 update to finally install properly.
The hint came from the following post:
