How can I make a self-signed certificate?

I have made a self-sign certificate through the Encrypt file System with ECC 521 bit. But only found that this certificate made by the file system is only used to encrypt files and cannot be used to sign PDF.
How can I make a self-sign certificate with ECC 521 bit which can use to every certificate purpose?
PS:I have knew that the Office or Adobe Acrobat can make a certificate but only with RSA 2048.This is not what I want.
