Choose Windows Server 2019 License

We are going for Cloud services, but confused about Windows Server 2019 licensing models.

Cloud service provider confirms that they are using Linux as host OS and they are not using any Windows Server licenses.

The Windows VMs we are purchasing from them are not licensed and we need to go with "Bring Your Own License" model. But as per Windows Server 2019 License terms, all the cores of Host OS should be licensed first then the VMs can be licensed (even the host OS is not Windows).

So, now to meet compliance, which license should we buy to run Windows Server 2019 on our VMs?
