Can't RDP to my Windows Desktop over VPN on cellular data on iPhone

I can connect to my Windows desktop using the RD Client app version 10.4.0 on my iPhone 12 (iOS 15.5) over Wi-Fi using a VPN. However, if I turn off my Wi-Fi and connect via VPN, it gives me a 0x204 error.
Not certain where to proceed since I can remote to my PC from the phone using the app, just not while connected to the VPN with Wi-Fi off.
