About Azure AD Registered conditions

In the Azure portal below, many devices are available
Registered as Azure AD Regisitered.

Azure Portal> Tenant Name> Device> All Device

This includes the Windows 10 "[account> settings>> or access school]" operation.
It also includes devices that are not explicitly running.

Do you know the conditions to be registered in the list of confirmed All Devices?
I'm glad if you could tell me.
Thank you.
