FHIR / Health Data Services: how to upload an unstructured observation as an encrypted PDF and trigger the share of its address to an external broker

Hello.

I'm currently trying to get a platform to save unstructured medical observations into the cloud and then afterwards give its address to an external broker that uses STU3 FHIR protocol.

I have tried to create an Azure FHIR api service and I think that I should also have an Azure subscription for the storage. But I don't know if I'm getting this right.

Then I don't know how can POST/upload the observation into it and thenFHR get its address or link to share with another entity for it to get it whenever they want ( they send a message request to request for it and the FHIR service should return it back to the entity ).

What is the source format of the Observations? (text, CSV, something else…)

Who is the downstream consumers who need to get the data? Any preferences on accessing the data securely?
