I am trying to get a clear list on what exchange legacy protocols and connectivity features that will be decommissioned/retired
POP / IMAP / outlook anywhere / etc..

On-premises is not affected by any of this.
You can disable basic auth in Exch 2019, but its not going away or being enforced disabled like Exchange Online.

You can determine which accounts are using legacy auth using the Azure Sign in logs
