Firstly, apologies for the inconvenience.
May I know what is the type of Azure subscription you are using? (for eg, Student, pay-As-You-Go, etc)
Can you click on see all sizes and check if there is any VM size that you are able to successfully deploy in East US?
If you are unable to deploy any VM size in East US, could you please change the location (for example try in East US 2, or some other location) and check if you are able to successfully able to deploy a VM or not?
You could also maybe try deploying a smaller VM size to check (for example Standard D2sv3 or any other VM size as such) and let me know if it works.
