DPS instance creation fails with error:

Note: I have just created new account its Free tier for learning Azure Iot
I have tried chat option but it does not work for Free tier I think

Are you following any learning page? Error suggested that your subscription is not found. Please confirm are you able to create any other resources in the same subscription?
In which region you are trying to deploy the resource?

as seen here, the free tier is supported:
If you are working through a quickstart, select the free tier.
@sanjay5spartan Sorry for the inconvenience caused. We have noticed that few other customers also facing this issue and we are looking into it internally and working towards fixing the issue.

@sanjay5spartan We have identified an issue and same has been fixed from our end.
You would be able to create the resource. Could you please try now again and let us know if you are still blocked.
