Welcome to Microsoft Q&A!

Which version of Visual Studio are you using? What is the target framework of your Windows Forms project?

Please update your Visual Studio to the latest version.
Then, launch your VS and create a new Windows Forms project.
Before renaming the form, please close all tabs in code editor.
Trying to rename again and check if the error disappears or not.

I have a similar problem.

I created a new project under Windows forms App for C# which is fine, however if i save Form1 out as something else or change the name of the form i get the following errors before i start writing any code. I have updated to the latest version of community 2022 with no effect

This suggestion was not effective for fixing the issue. I work in a computer lab with 24 machines. This annoying issue occurs on 4 machines. All computers are identical, all have Windows 11 and current updates and all have the latest updated version of Visual Studio Community 2022. This was not an issue with Community 2017. The issue has continued to persist for over 6 months. (I believe we started to have issues after Microsoft discharged around 10,000 employees in Spring of 2023.)
