it looks like you are using the original library (.net 4.5). try this nuget package:

https://www.nuget.org/packages/EnterpriseLibrary.Common/

note: This library was last updated in 2013 and is no longer supported. This is an open source version, that has been updated to support .netstandard 2.0, but it is not exactly the same.

I believe the original library was on codeplex which was shutdown.

you will need to recode your app, to use the current library.

Perhaps the issue relates the tool's version, and this option has been removed or changed location. You can search the Enterprise Library Configuration tool document and search how to achieve the same function.
