Normally, this happens when the tenant is set to Island mode.
It can be resolved by changing the mode from Island to Teams Only.
How to request control in Teams from external user

We are having this issue with External user cannot request control and getting the below message when they try to chat.

their status is showing do not disturb as shown below
If those user is show do not disturb, have you tried to change their presence into available to see if it works?
