I am running feature update 1909. Why have I not been able to download feature update 2004?

Check for latest updates at Settings > Update & Recovery > Windows Update, see if V2004 is offered.

Else, refer this page to learn about known issue with V2004: https://learn.microsoft.com/en-us/windows/release-information/status-windows-10-2004. Check if any of known issue relates to you.

If no issue is related to you, upgrade to V2004 via ISO file.

Windows 10 Feature update 2004 won't immediately available for everyone because Microsoft is taking its usual gradual process to rolling out the upgrade, offering the upgrade in stages beginning with those whose devices Microsoft believes are the most likely to successfully install the update.
If you don't receive the update yet, Microsoft possibly detect compatibility issues on your device, these holds are due to conflicts that could cause applications not to run correctly, it’s not a bad thing.
Besides, you could manually upgrade to 2004 via Update Assistant or ISO image file. Click Update now button to get Windows Update Assistant, then this tool will guide you.
