SAP crystal reports runtime engine for .net framework 4 installation issue in windows 11

I am not able to install SAP crystal reports runtime engine for .net framework 4(32 bit Version: 13.0.3.162) in windows 11(Version: 21H2 , OS Build: 22000.556).
Error Message:
