Outlook emails not delivered to French providers

Question

Hi everyone

Sorry for the English. I manage a small emailing platform that is situated in Germany. We've noticed that a lot of emails from Outlook.com domains aren't being delivered. IS there anything blocking them? would appreciate any input. I put the code below I do not know who to ask.
