I need to query inactive users in the WSS_Content database for Project Web. I am actually more looking for which table/column defines whether a user is active or inactive in Project.

You have tagged your question with sql-server-transact-sql, which is a great place, if you want help to wrestle data out of your tables and you can explain them. But it's not a good place to ask with help with a data model that few us know anything about. This type of question requires application knowledge.
