Azure Free tier VM and other cheap VMs not available in ALL regions

Hi all, I am triyng to get certified on Azure but I wonder how am I supposed to try if not a single cheap VM size, included the B1s size, is available in ALL regions... moreover my credit will expire in 30 days, why Microsoft advertise this opportunity if I am not able to test anything but expensive VMs?
I am very disappointed, all the answer I found say to change region so I went thru all of them and there is not a single one where I can create a B1s VM...

    I am having this exact same issues. Even when selecting " FREE SERVICES > Windows Compute VM > Windows Server 2016 "
    5 regions are available for free services eligible and not one has B1S VM size available.

    How does using a Region outside the "Free Tier" eligible regions help users now learning the service? More resources should be accessible within these regions with in these 5 Free Tier regions to allow use of the free tier services.
