event 10016 along with ssl ca certificate error

Question

i have been playing a game called tarkov for 2 years no issue then last night i started getting ssl ca certifcate error and i thought my games servers werer down so i contacted battlestate games which they said the servers where fine so i looked into event viewer and got this

im pretty sure there correlate so i looked up tutorials to fix and everytime i try to add my username under permission and hit apply it gets denied so now i cant play my game and other games like ubisoft rainbow 6 extraction r also effected. i found the tutorial online and it had me use a script the wrote through powershell to allow me access to change permission but failed as previously stated
