Azure DevOps 2020.1

Our company is behind a firewall so the on-prem azure devops can only access the internet for nugent packages from the repo. I have search the internet, Microsoft Documents to find how to allow DevOps (aka, TFS) access the internet through the https proxy. I am unable to find how to set those settings in DevOps. I have the Server OS setup through the networking proxy setting and the edge browser (chrome as well) are working but DevOps wont pull packages from the repo's
