Application License costs on a Virtual Machine Scale set (VMSS)?

Question

Hallo,
if i install an application on a Virtual machine (VM) I need to pay for the Azure VM and an application license. (For instance, the Webfocus application server on a windows vm).
When I install the same application on a Virtual Machine Scale set (VMSS) , set to one instance node I pay the same.
What happens to the application costs if the VMSS scales out to 3 Instance nodes?
Do I need to pay for 3 app licenses (and additionally the costs for the vmss)?
Or just once?
