Cannot open Central Administration site on SharePoint 2019

After SharePoint 2019 installation, when I tried to open the central administration site, it returned 503 error. How to fix it?

    @Andy

    1.Go to Services -> Check whether SharePoint Administration and SharePoint Timer Service are started.
    2.Go to IIS -> Application Pools -> SharePoint Central Administration v4 and SharePoint 80 -> Advanced Settings -> Process Model -> Identity -> Using farm account to set the user name, password and confirm password.
    3.Start the SharePoint Central Administration v4 and SharePoint 80 Application Pools.
    4.Run IISRESET in the SharePoint 2013 Management Shell.

    i'm having this error when trying to open Central Administration in sharepoint onpremises

    i opened my server 2019 after 2-3 months and changed password

    i've windows server 2019 and sharepoint on premises 2019
