Camera being used by another process

Ran ProcessExplorer as adminstrator, searched for #vid and identified all the processes using it but there are in system so I can't kill the process tree. Doesn't matter which camera (tried three of them ) I try I get the same message:
"error opening interrupts: The parameter is incorrect" and also "Error opening smss.exe: Access is denied"; "Error opening System: Access is denied".
