Dedicated smtp relay receive connectors have been created on exchange 2019 servers. When the new servers are added to load balancer mail replay from applications fail.
Error: 5.7.54 smtp: unable to relay recipient in non-accepted domain.
Verified that ms-exch-smtp-accept-any-recipient extended rights is added to anonymous logon user.

It looks like you have correctly configured the External SMTP Relay Using Anonymous Connections
Can the SMTP relay works when the servers not added to load balancer? Checking the record in the protocol log, make sure the LB use the correct connector.

Yes smtp relay works when only Exchange 2013 servers are added to the load balancer.

Are you able to relay the emails from application using an individual 2019 server address with telnet over port 25, rather than LB.
And the steps about Configure protocol logging in Exchange Server, the logs will show the connector used
You mean check the protocol log in Exchange 2013 servers to see which receive connector is being used for incoming smtp relay connections.

Since your Exchange 2013 can work without issue, we just need to check if the issue is related to Exchange 2019 server or Load balance. Configure the log on your Exchange 2019 server.
Protocol logging was enabled during the issue on the exchange 2019 servers. Emails to external recipients are failing with the error mentioned in the question.
In the output for get-receiveconnector <smtp relay receive connector> | fl the attribute value of permission groups is slightly different in Exchange 2013 and 2019. In Exchange 2013 receive connectors the permission groups are anonymous users and custom whereas in Exchange 2019 it is only anonymous users.

Hi -- was this ever resolved? We are having this same issue now as well. Confirmed correctly configured anonymous relay via the Get commands posted by Joyce Shen. Only external relays are failing with exact error posted
