DNS zone. The server has crashed

There are two CDs on WinServer 2019

On both CD there is a DNS role.

I'm trying to create a new zone in the Forward Lookup Zone. The zone is integrated into AD. When I click Finish, I get an error: This zone cannot be created. The server has crashed.
I see all zones from direct lookup in my DNS.
They have DomainDNSZones records. There is no such record in my zone.

Error in Directory Service log:

The section DC=DomainDnsZones,DC=ll,DC=local should be hosted in the CN=T5,CN=Sites,CN=Configuration,DC=m,DC=ru site, but has not yet been instantiated. The KCC was unable to find hosts from which to replicate this partition.

Writes that this section already exists. Such a record on both CDs
