Conditional Access policies fail to create

I have been trying to create a conditonal policy using the templates to force/enable MFA for all users and devices, but it has been failing for days. I have turned off default security.

Have not been sucessful in creating a single conditional policy.

We have a office 365 A1 licenses with Azure AD free.

Microsoft Office 365 support team have not been able to figure it out.

    It sounds like, you haven't assign MFA for admin accounts as indicated in the error screenshot shown. Suggest to create MFA for Global administrators group first and try assign MFA for the user group
