Cannot find Skype accounts in Teams

Teams always says "Couldn't find TheAddressThatYouTyped externally". I even created a new Skype account but Teams is still unable to find any external Skype email account. Does anyone know how to fix this?

    Please use the Set-CsExternalAccessPolicy cmdlet together with the EnablePublicCloudAccess parameter to control whether Teams users can communicate with Skype users. Setting the parameter to true allows Teams users to communicate with Skype users.
