Visual Studio is not licensed based upon how much money you can make off it (ignoring open source). It is licensed based upon the company you work for. If you are a hobbyist, student or self employed then you can use Visual Studio Community for free. If you are an organization and you meet certain criteria as defined here then you can also use Community. For all other organizations you need at least Professional. The amount of money you charge for your app has no bearing on the license you can use.
