Azure AD SSPR License Requirements

I want to implement Azure AD SSPR, I have Azure AD P1 license but some of the users only have on-prem AD account synced to AAD and no m365 licensed is assigned. I am planning to buy Exchange Online Plan 1 for those unlicensed users, will this license be enough for the users to use SSPR? Thanks.

    Hi,

    The requirements for SSPR are:

    So I think P1 is enough for your need.
