Disable touchscreen in surface pro 7 plus windows 10

I am using a surface pro 7 plus with windows 10.
I would like to disable my touchscreen but would like to use a surface pen.

A Microsoft support site says
Go to Device Manager > Select the arrow next to Human Interface Devices > select HID-compliant touch screen and disable it.
However, there is NO "HID-compliant touch screen".
Instead, there is "Surface Touch Screen Device", so I have disabled it. It doesn't disable the touchscreen.

I have also tried​​
-turning on "ingnore touch input when I'm using my pen" on the settings>Device>Pen & Windows Ink
-restarting PC
-checking windows updates
-reinstalling OS (my organization's IT tech did)

I have felt my surface doesn't function well since I bought it, so it could be a hardware problem. We have reinstalled OS twice, checked windows updates many times (as you guessed).

Again, what I want to do is to
disable touch screen all the time and still use a surface pen.
