After I filtered in Excel and paste a value into entire rows, why Excel sometimes fills up the value into unfiltered (hidden) and it does not?

Question

For instance, I filtered data and Row 1,2, 10 and 11 are left.

When I copy 'A' and paste to filtered row (1,2, 10 and 11), sometimes it successfully pasted 'A' to only 1,2,10,11
But, sometimes it pastes 'A' to all cells (Row 1,2,3,4,5,6,7,8,10 and 11).

What is its logic?

I would greatly appreciate any comments.

There is no official Microsoft explanation for this, and it is difficult for excel to copy the data into the filtered cells. One of the workarounds is to select only visible cells when pasting.

1. Copy the value
2. Filter rows
3. Press Ctrl+G to go to the dialog
4. Click Special
5. Click on visible cells only
6. Press Ctrl+V to paste
