From the description, you are talking about the Meeting ID feature in this part of the screenshot, right?
If this is true, according to the information provided in the Microsoft 365 Roadmap, this feature is currently still in the process of development and testing:
- Microsoft 365 Roadmap ID 80668: Microsoft Teams: Join a meeting by digital code
- Microsoft 365 Roadmap ID 94620: Microsoft Teams: Join a meeting by digital code for GCC-High and DoD
As regards to why "meeting ID" is already available to the particular user you mentioned above, my assumption is that with the approaching of the general availability date, this feature might be in the process of moving to the "Rolling out" stage, which means it will start to be available to some first applicable users.
With the above being said, as indicated in the roadmap, we still need to wait for some more time to see the fully launch of this new feature. And at present, it's suggested to continue joining meetings using the join link or conference ID capabilities.
