uso de cpu

Hola: desarrollando una app en c# con visual studio 2019 e implementandola en una raspberry pi 3 con win iot 16299, vi que el uso de cpu esta casi siempre cerca del 100%, probe con cerrar el proceso svchost.exe y el uso baja considerablemente a mas de la mitad. El problema es que al recargar la app o al reiniciar la Rpi el proceso vuelve a estar consumiendo cpu, hay alguna forma de bloquearlo permanentemente? Muchas gracias!!
