Starter GPOs - why do I only see up to Windows Vista?

I recently replaced the Policy Templates folder, the old one had admx files going back to 2012. The new folder contains just the latest admx files plus the latest Office admx.
However, if I look in my Starter GPOs, all I see is Windows XP and Vista, all of these date back to 2012.
How can I replace these with ones for Windows 10?

    Starter GPOs were developed in 2008. Maybe this one helps.
