Adding "RSAT: Active Directory Domain Services and Lightweight Directory Services Tools" to an Upgraded PC

Question

I upgraded a Windows 10 Enterprise pc from version 1909 to Windows 10 Enterprise version 20H2. Prior to the upgrade the "RSAT: Active Directory Domain Services and Lightweight Directory Services Tools" was an installed feature. After the upgrade the "RSAT: Active Directory Domain Services and Lightweight Directory Services Tools" feature was no longer available. I attempted to add the feature back via "Settings -> Apps & Features -> Optional Features -> Add a Feature" however the installation failed. The pc is located in a closed area without an internet connection. Is there a method available to re-install the "RSAT: Active Directory Domain Services and Lightweight Directory Services Tools" to a Windows 10 Enterprise version 20H2 pc that does not have an internet connection?
