Win11 how to set/change default wallpaper initially?

Dear experts,

The requirement is to set a default wallpaper for the computers, so whatever AD user logs into the computer, he/she sees this wallpaper.
What's more is, the user will have the ability to change the wallpaper if they need, that's why I didn't go for group policy option.

Any idea if this is possible?

    Hi there,

    The easiest way to achieve this would be via the Group policy and you can also lock the users from changing the wallpaper.

    -Browse the following path:User Configuration > Administrative Templates > Control Panel > Personalization
    -Double-click the Prevent changing desktop background policy.
    -Select the Enabled option

    You can use the Local Group Policy to enforce a desktop background, which will also prevent users from changing the image.
