I checked for version updates for Exchange. You are deploying Exchange 2016, right?
I find that KB5013952 is update for Windows Server 2016 , not for Exchange:

Have you installed the latest SU (Exchange Server 2016 CU23 May22SU) ? If not , I suggest you download the latest update package (KB2014261) , that is 2507.9 for Exchange. I hope this will help you solve the problem.
